Unable to Create WoW Guild Neighborhood

To create a Guild Neighborhood, the Guild Master must speak to the Steward NPC. This NPC can be found in the capital city's portal room, and next to the bulletin board in a Neighborhood:

• Tocho Cloudhide (Horde)
• Lyssabel Dawnpetal (Alliance)

If you are receiving the error "Something went wrong when creating the Neighborhood," you need at least 10 unique WoW accounts, recently active, in the Guild, to qualify for Neighborhood creation.
