Learned Blueprint but Can't Build or Upgrade Garrison Buildings

We have received several reports of this issue and can confirm it is not working as intended. As a work-around, repurchasing the Book of Garrison Blueprints may restore your ability to construct and upgrade buildings, even if you have purchased it before. We apologize for any inconvenience while our developers work as quickly as possible to resolve the issue.
